The group met in February with approximately twenty-five people present, and those who are both pro-separation and anti-separation were in attendance. With those who are in favor of separation in the majority, it was decided that they should attempt to have the law changed that calls for voters in San Diego to vote as to whether La Jolla should be allowed to separate into its own city.
This may be done by getting Sacramento to regard La Jolla as an unincorporated entity. It was assumed by some that San Diego would not approve of a separation. The law presently requires that both San Diego and La Jolla residents vote on the matter, as the loss of an area may well cause a financial impact on the city being left. The purpose of the law is to allow those who would experience the effects of such a change a vote in the matter. Also, the law says that the separating entity leave the city whom it is leaving in a neutral financial position. If it is found that La Jolla adds more in revenue than the services it receives, it would have to pay a form of reparations.
It has been suggested that the boundaries of the new City of La Jolla be within the present 92037 ZIP code. In order to proceed further, a feasibility study would have to be done, the money for which has yet to be raised.
